Because it can be challenging to navigate, Huntington is here to help answer your questions! Which state provides scholarships and financial assistance for tutoring for students K-12? How do you apply for a state scholarship, high-dosage tutoring financial assistance, or government-funded grants?
Below, the list of state scholarships and grant programs provides quick access to important information about specific financial assistance for tutoring and supplemental learning support.
Alabama

Alabama CHOOSE Act (Creating Hope & Opportunity for Our Students’ Education) allows families residing in the state of Alabama who have a qualified K-12 student(s) to apply for up to $7,000 to use towards eligible education expenses. Students cannot be enrolled in public school unless the public school is participating in the ESA program.
Who will be eligible?
Applications will be prioritized and awarded based on income and previous participation (2025-26 school year and future), this program is available for all students that meet eligibility to apply.
How to apply for the CHOOSE act?
Families can begin to apply starting January 2, for 2025-26 school year. Scholarship funds will begin to be available in July 2025. Link to application: chooseact.alabama.gov.
Arkansas

Arkansas LEARNS is offering 2 types of grants to students.
- Arkansas High Impact Tutoring (HIT) Pilot Program
- Literacy Grant Program
HIT Pilot provides grant funds to districts to apply for and use to hire tutors, develop instructional materials, admin expenses, cost for technology, contracts with approved tutoring providers. This pilot began in SY 2023-24. Funding amounts depends on district need and application.
Literacy Tutoring Grant provides $500 to support K-3 graders who aren’t meeting the state reading standards or at risk of reading difficulties. Instruction can be offered online or in-person in a high-dosage tutoring model from a list of state approved providers. This rolled out in SY 2023-24.

The Arkansas Children’s Educational Freedom Account Program is a transformative education savings account (ESA) program that will be available to all K–12 students in Arkansas by 2025, after a targeted phase-in in years one and two. The ESA can be used to pay for educational expenses, private school tuition and approved education goods and services.
Who is eligible?
2024–25: Targeted eligibility expands to students within attendance zones of D- or F-rated schools, students with parents who are military veterans or reservists, first responders, and Law Enforcement Officers, up to a cap of 3 percent of total public enrollment.
2025–26: Eligibility expands to all K–12 students who are eligible to attend public school in Arkansas, with no enrollment cap

Arizona

Arizona’s Empowerment Scholarship Accounts (ESA) program allows parents to opt their children out of public district or charter schools and receive a portion of their public funding deposited into an account for defined, but multiple, uses, including private school tuition, online education, education therapies, private tutoring or future educational expenses. This was the nation’s first ESA program.
Who will be eligible?
Students must meet one of the following characteristics: Is eligible to enroll in a public school in Arizona in (1) a preschool program for children with disabilities, (2) a kindergarten program, or (3) any of grades 1 through 12.

Florida

Give your child access to the education that best meets their needs. These scholarships provide financial assistance for private school tuition and other related education costs, such as tutoring.
Available to Florida residents, regardless of household income, who are eligible to attend a K-12 public school. The scholarship will first pay for the cost of private school tuition and related fees. Florida students who are not full-time public-school students now have access to the Personalized Education Program (PEP) through the Florida Tax Credit Scholarship Program.
House Bill 1403 merged the Hope Scholarship Program with the Family Empowerment Scholarship for Educational Options and the Florida Tax Credit Scholarship programs. Families who would have previously benefited from the Hope Scholarship are encouraged to apply through the FTC/FES-EO programs.”

Personalize the education of your child with unique abilities. This scholarship is delivered as an education savings account (ESA) that you can direct toward a combination of programs and approved providers. This includes schools, therapists, specialists, curriculum, technology, a college savings account and more.
Available to students age 3 through grade 12 or age 22, whichever comes first, who have a specific diagnosis can receive $10,000 on average award for an FES-UA scholarship. These funds may be used for tuition and fees for a private school, homeschooling options, therapies, tutoring and more.

Florida students who are not full-time private or public school students can access the Personalized Education Program (PEP) through the Florida Tax Credit Scholarship Program. This scholarship provides an education savings account (ESA) to fund the educational needs of eligible students.

Georgia

Overview – This scholarship provides an account to parents that allows them to customize their child’s education. The scholarship funds can be used for tutoring, school tuition, specialized services, textbooks & curriculum, and more.
Award amounts – For the 2025-2026 school year awards $6,500 per eligible student
Application dates – Families can submit applications from March 1 to April 15, 2025
Student eligibility – For a student to be eligible for the Georgia Promise Scholarship, they must:
- Enrolled in a Georgia public school for the 2024-25 school year or entering Kindergarten for the 2025-26 school year
- The student resides in the attendance zone of a public school included on the Governor’s Office of Student Achievement (GOSA) published list of lower performing schools
- Parent has resided in Georgia for 1+ year, exception for active-duty military
- Students cannot be recipients of the Georgia Special Needs Scholarship or Georgia Student Scholarship Organization Scholarship

Indiana

Indiana Learns is a statewide grant program that provides qualifying families with up to $1,000 to spend on math and English/language arts high-dosage tutoring and approved out-of-school academic programs for their students. The initiative’s goal is to increase access to effective, out-of-school academic support to help students recover from learning disruptions caused by the COVID-19 pandemic.

Indiana’s Education Scholarship Account Program is an education savings account (ESA) where students with special needs receive a portion of their assigned state education funding for private school tuition or other educational expenses, including special needs services and therapies, individual classes, testing fees and transportation.
WHO IS ELIGIBLE?
Students must come from families earning no more than 400 percent of the threshold for free and reduced-price lunch (FRL) ($222,000 for a family of four in 2023–24) and have an education plan for students with special needs. Eligible plans include an Individualized Education Program (IEP) from a public school district as well as a special needs service plan from a private school.

Iowa

Iowa’s Education Savings Account Program is an education savings account (ESA) that allows eligible parents to receive the per-pupil state funding already set aside for their children’s education into an electronic, parent-controlled fund for educational expenses.
WHO IS ELIGIBLE?
For 2023-24 school year K-12 students entering Kindergarten, all students enrolled in a public school, students enrolled in non public schools with a household income at or below 300% fo the federal poverty level are eligible. For year 2, 2024-25 school year K-12 students entering Kindergarten, all students enrolled in a public school, students enrolled in non public schools with a household income at or below 400% fo the federal poverty level are eligible. For year 3 2025-26 school year all K-12 students in Iowa regardless of income.

Louisiana

The Louisiana Giving All True Opportunity to Rise (LA GATOR) Scholarship Program is a 2024-legislated, state-funded program providing Education Scholarship Accounts (ESAs) for K-12 students. These scholarships provide parents with an account that allows them to customize their child’s education. The scholarship accounts can be used for school tuition and fees, tutoring, educational therapies, textbooks and curricula, dual enrollment courses, and uniforms.
WHO IS ELIGIBLE?
Eligibility for the LA GATOR program will be implemented in three phases. A timeline has not been established for when the phases will begin, or the duration of each phase. Students are eligible to participate through in-person, virtual education or through a hybrid approach utilizing both in-person and virtual, or remote, education options. During the first phase, initial eligibility is determined by the student meeting one of four criteria: : (1) participation in the Student Scholarships in Educational Excellence Program for the previous school year; (2) the student is entering kindergarten; (3) enrollment in a public school for the previous school year; or (4) the student is from a family with a total income not exceeding 250% of the Federal Poverty Level ($78,000 for a family of four in 2024–2025). Students participating in the Student Scholarships for Educational Excellence Program, an existing Louisiana choice voucher program, receive priority for the LA GATOR program during phase one.

Mississippi

The Equal Opportunity for Students with Special Needs Program, an education savings account program, allows Mississippi students with special needs to receive a portion of their public funding in a government-authorized savings account with multiple uses.
WHO IS ELIGIBLE?
Students must have had an Individualized Education Plan (IEP) within the past three years. While participating in this program, students are not eligible for either a Dyslexia Therapy Scholarship or a Nate Rogers Scholarship.

Montana

Montana’s Special Needs Equal Opportunity Education Savings Account program provides families of students with special needs who meet the federal definition of a “child with disabilities” under the IDEA (Individuals with Disabilities Education Act) an account with a maximum annual allocation up to $8,000
WHO IS ELIGIBLE?
Students must have an Individualized Education Program and be identified as having special needs under the IDEA definition of a “child with disabilities.” These include autism, an intellectual disability, a hearing or visual impairment, a speech or language impairment, a serious emotional disturbance, an orthopedic impairment, a traumatic brain injury, another health impairment and/or a specific learning disability. Qualified students must also be a Montana state resident between ages 5 and 19.
North Carolina

North Carolina’s Personal Education Student Account for Children with Disabilities program provides families of students with special needs who meet the federal definition of a “child with disabilities” under the IDEA (Individuals with Disabilities Education Act) an account with a maximum annual allocation of $9,000 ($17,000 for students with certain disabilities) for educational and therapeutic uses, including private school tuition.

Ohio

John Peterson Scholarship aims to help provide equitable services to students with special needs. The amount is up to $27,000 per year/per student based on disability.
Who it serves: Students who are in Kindergarten-12th grade who already have an Individualized Educational Plan (IEP) in place.
HOW TO APPLY FOR THE JOHN PETERSON SCHOLARSHIP?

South Carolina

South Carolina Education Scholarship Trust Fund Program allows families residing in the state of South Carolina who have a qualified K-12 student(s) to apply for a scholarship of $6,000 to create a customized education for their student.
Parents can choose to use the funds for tutoring (Math, Reading, English, Science, Social Studies, Foreign Language), independent school tuition and fees, textbooks, educational materials, educational therapies, online classes, and contract services from a public school district.
Awards are limited to first 5,000 approved students for the 2024-25 school year. Total award amounts equal $6,000.

Tennessee

Tennessee’s ESA program offers students that are zoned to attend Memphis-Shelby County Schools, Metro Nashville Public Schools, and Hamilton County Schools to apply for state and local funds to use towards education expenses such as tutoring services, tuition fees to a non-public school, textbooks, uniforms, transportation, and educational therapies.

Tennessee’s Education Savings Account Pilot Program is a state-funded Education Savings Account program that is available to students from low- and middle-income households in Chattanooga, Memphis, and Nashville who are switching out of a public district or charter school or are eligible for the first time to enroll in a Tennessee school.
WHO IS ELIGIBLE?
Eligible students must be enrolled in either the Hamilton County (Chattanooga), Shelby County (Memphis) or Metro Nashville school districts, or the Achievement School District. In addition, students must have attended a Tennessee public school during the prior school year, or any year during the 2019-20 through 2021-22 school years, or be newly eligible to attend a Tennessee public school, or was newly eligible to attend public school any year during the 2019-20 through 2021-22 school years, and come from households earning less than 200 percent of the federal free lunch program ($111,000 for a family of four in 2023–24).

Awards are limited to about 5,000 approved students for the 2024-25 school year.

West Virginia

West Virginia’s Hope Scholarship Program is an education savings account (ESA) that allows eligible parents to receive the average per-pupil state funding already set aside for their children’s education in an electronic parent-controlled fund for educational expenses. Those expenses can include private school tuition, tutoring, credentialing, therapies, transportation, and other approved educational expenses.
Award amounts: For the 2025-2026 school year awards $5,200 per eligible student
Application dates:
- Families can submit applications from March 1 to June 15, 2025 for 100% scholarship award
- Families that submit applications between June 16, 2025 – September 15, 2025 receive 75% of the scholarship
- Families that submit applications between September 16, 2025 – November 30, 2025 receive 50% of the scholarship
- Families that submit applications between December 1, 2025 – February 28, 2026 receive 25% of the scholarship

Student eligibility: For a student to be eligible for the West Virginia Hope Scholarship Program, they must be a West Virginia resident, and be either:
- Eligible to be enrolled in kindergarten for the year for which they are applying for the Hope Scholarship
- Enrolled full-time in a West Virginia public elementary or secondary school for the entire instructional term of the academic year preceding the academic year for which the student is applying to participate in the Hope Scholarship Program.
- Enrolled full-time and attending a public elementary or secondary school in West Virginia for at least 45 consecutive calendar days during the current instructional term at the time of application. The student must remain enrolled and attending the public-school program until a decision is reached on the Hope Scholarship application.
Public school students are not eligible to receive the Hope Scholarship Program.

Wyoming

Overview: The Steamboat Legacy Scholarship Act is an expansion of the Wyoming Education Savings Account Program, which was passed in 2024. This Act provides for universal eligibility and increases the value of each ESA to $7,000. It also opens pre-kindergarten eligibility to families with incomes below 250% of the federal poverty guidelines, based on household size. The program’s funding comes from a $30 million appropriation.

Student eligibility – Wyoming’s ESA program is open to all kindergarten through 12th grade private school and homeschool students. It is also open to pre-kindergarten students whose families have a total household income at or below 250% of the federal poverty guidelines. A student cannot participate if they have graduated high school or received an equivalency certificate.
Public school students are not eligible to receive the Wyoming ESA.
