Understanding the Nation’s Report Card Results

The Nation’s Report Card is the largest ongoing assessment of student achievement in the U.S., evaluating fourth and eighth graders in subjects like reading and math. The latest findings show:

  • Reading scores are trending downward, with significant declines among lower-performing students.
  • Achievement gaps persist, especially for students from lower-income backgrounds and historically underserved communities.

The Nation’s Report Card for 4th Grade Students

  • In 2024, the average reading score for the nation at grade 4 was 2 points lower compared to 2022 and 5 points lower compared to 2019.
  • Thirty-one percent of fourth-grade students performed at or above the NAEP Proficient level, which was 2 percentage points lower compared to 2022 and 4 percentage points lower than 2019.

The Nation’s Report Card for 8th Grade Students

  • In 2024, the average reading score for the nation at grade 8 was 2 points lower than 2022 and 5 points lower compared to 2019.
  • Thirty percent of eighth-grade students performed at or above NAEP Proficient level, which was not significantly different from 2022 but lower compared to 2019.

Where Should Students Be? Reading Milestones by Grade Level

  • “Sounds out” or decodes unfamiliar words

2nd Grade

  • Reads longer sentences and paragraphs
  • Begins to identify main ideas and supporting details

3rd Grade

  • Reads and comprehends chapter books
  • Understands cause and effect in stories

4th Grade

  • Summarizes key points from texts
  • Reads independently and answers comprehension questions

5th Grade

  • Analyzes characters, settings, and themes
  • Reads and interprets nonfiction texts

6th Grade

  • Makes inferences and predictions while reading
  • Compares and contrasts different texts

7th-8th Grade

  • Reads and analyzes complex texts, including literature and nonfiction
  • Develops strong critical thinking skills through reading

9th-10th Grade

  • Evaluates arguments and evidence in texts
  • Reads across multiple genres, including classic literature and technical writing

11th-12th Grade

  • Reads and synthesizes information from multiple sources
  • Prepares for college-level reading and comprehension
